Building Permits

The Permit Clerk is responsible for issuing permits for all development, including construction of buildings, signs, swimming pools, driveways, storage sheds, porches, decks, remodeling and other structures.


The Planning and Development Department safeguards public health and safety by enforcing the City's Building Regulations which regulate the design and construction of all structures within the City.


The City of Navasota, building codes and ordinances have been enacted and adopted to ensure that all buildings are up to accepted design and construction standards.

In addition to the local government Code of Ordinances, the City of Navasota, has adopted the following codes regulating building construction:

2012 International Building Code
2012 International Residential Code
2012 International Fire Code
2012 International Plumbing Code
2012 International Mechanical Code
2012 International Energy Conservation Code
2011 National Electrical Code, with amendments


When applying for a building permit, The City of Navasota requires each contractor to register. Click here to complete the registration process.


Contractors are responsible for obtaining the proper permits for work to be done inside the City of Navasota Limits. Homeowners may obtain permits for work they are doing themselves, excluding gas, ONLY if it is their "homestead". Homestead being listed on the Grimes County Appraisal District tax record.

All permitted work is subject to inspection. It is the responsibility of the person obtaining the permit to submit the inspection request.

Jack Kelso is our City Building Inspector, however inspection requests are to be directed through the office by contacting the permitting office directly, at 936-825-2961 or by email. All inspections are scheduled for the following business day, so requests should be submitted within 24 hours prior to needing the inspection.

Permit Fees

Building Permit fees are based on the type of job (commercial, residential), the value of the job you are applying for a permit to do, and the scope of work (plumbing, electrical, mechanical, general building, demo, etc.).
