Finance Department
The Finance Department is the administrative arm of City financial
operations. The Department prepares various internal and external
financial reports and advises management on all aspects of the
financial operations of the City.
The Director for Finance Services is the chief fiscal officer
of the City, with direct management responsibility over finance
administration, budget, accounting, purchasing, utility billing
and customer service.
The finance department assists the city manager with development
of the city's annual budget and enforces budgetary compliance
during the fiscal year.
The accounting department collects, records, summarizes and
reports the results of all financial transactions that occur
within City operations, and prepares the City financial statements.
Major responsibilities include accounts payables, payroll, utility
accounting, grant reporting, cash and debt service administration,
project and cost accounting, fixed asset maintenance, financial
statement preparation and other general accounting functions.
The purchasing agent supports the City’s administrative
staff in accomplishing the goals and directives established
by the City Council and the City Manager. The purchasing agent
complies with all legal and ethical standards in obtaining the
specified quality and quantity of materials and services for
the City and promotes fair and open competition for the purchasing
of all goods and services.
The utility-billing customer service division manages the City's
billing for all three of the City-owned utility systems. Responsibilities
include establishing new accounts, processing finals and transfers,
performing the meter reading function for all utilities, processing,
distributing, and collecting utility bills, and answering customer
inquiries.
