City Manager's Office

The City of Navasota has a Council-Manager form of government.
This means that the City Manager is appointed by and serves
at the pleasure of the City Council. The City Council is the
governing body responsible for setting policy. The City Manager
serves as the chief administrative officer. The City Manager
assists the Council in identifying the policy agenda and provides
recommendations to the City Council.
The City Manager's office is the legislatively appointed administrative
branch of the City of Navasota. Overseeing the day-to-day operations
of the City, the City Manager is responsible for many areas
of service, including such things as supervising each Departmental
Director, serving as the chief advisor to the City Council,
entering the City into service and supply contracts, and disbursing
funds from the City budget.
The City Manager is one of the three Council appointed positions.
The City Manager serves at the will of the Council and is the
only City employee under contract.
The City Manager's office consists of the city manager,
executive assistant to the city manager, payroll coordinator,
and a part-time assistant. The City Manager works with the Council,
City staff and citizens to establish Council policies, legislation,
employee policies and long-range goals and objectives. Continually
working with the City's other departments, the City Manager
must have both a broad conceptual understanding as well as detailed
grasp of specific City operations and service delivery strategies.
Through the promotion of teamwork and employee development,
the City Manager's office is responsible for coordinating the
cumulative efforts of the other City departments. This coordination
serves the purposes of enhancing productivity and maximum utilization
of City resources.
